FRMCS — Future Railway Mobile Communication System — is the future railway radio and telecommunications system developed by the International Union of Railways (UIC) in cooperation with railway operators, infrastructure managers, suppliers, regulators and international standards organisations.
It is intended to progressively replace GSM-R (Global System for Mobile Communications – Railway), which has been the principal railway radio system supporting operational communications and applications such as ERTMS/ETCS. GSM-R is based on older 2G-era technology and is approaching technological obsolescence.
FRMCS is based on modern 3GPP technologies, including 5G and Mission Critical Services (MCX), allowing railway communication to move beyond traditional operational voice services toward broadband, IP-based communications.
Potential railway applications include operational voice communications between drivers, controllers and railway staff; ETCS and signalling-related train-to-ground communications; real-time transmission of operational and diagnostic data; video and multimedia communications; condition monitoring and predictive maintenance; Automatic Train Operation support; and future connected and increasingly automated railway applications.
A major architectural principle of FRMCS is the separation of railway applications from the underlying communications bearer. This provides greater flexibility for future communication technologies while maintaining railway-specific requirements for availability, priority, interoperability, reliability and mission-critical operation.
Within Europe, FRMCS was introduced in the 2023 CCS TSI as the successor to GSM-R. GSM-R and FRMCS are collectively referred to as Railway Mobile Radio (RMR) systems, with a migration period expected in which both technologies coexist.
UIC states that FRMCS specifications are intended for global railway use, rather than being solely a European system. Current standardisation work continues through organisations including UIC, ERA, ETSI and 3GPP.
