Chennai Metro Phase 1 Network Capacity Enhancement – PMCS & DDC

Chennai Metro Rail Limited has awarded the Project Management Consultancy Services and Detailed Design Consultancy contract for the Chennai Metro Phase 1 Network Capacity Enhancement Project to a joint venture of AECOM India Private Limited and Nippon Koei India Private Limited.

The consultancy will provide project management and detailed design support for capacity enhancement works across the existing Chennai Metro Phase 1 network. The existing Phase 1 network comprises approximately 45.046 km across Corridor 1 from Washermenpet to Airport and Corridor 2 from Chennai Central to St. Thomas Mount

Project Overview

Corridors

Corridor 3 – Madhavaram to SIPCOT

  • Length: 45.8 km
  • General orientation: North–South
  • Serves areas including Purasaiwalkam, Mylapore, Adyar and the IT Corridor.

Corridor 4 – Lighthouse to Poonamallee Bypass

  • Length: 26.1 km
  • General orientation: East–West
  • Serves areas including Nandanam, T. Nagar, Vadapalani, Porur and Poonamallee.

Corridor 5 – Madhavaram to Sholinganallur

  • Length: 47.0 km

Together these make up the official 118.9 km Phase II network.

Chennai Metro Rail Phase II is a major expansion of Chennai’s urban rapid transit network being implemented by Chennai Metro Rail Limited (CMRL). The project comprises approximately 118.9 km of new metro infrastructure across three corridors connecting Madhavaram, SIPCOT, Lighthouse, Poonamallee Bypass and Sholinganallur.

The programme includes both underground and elevated sections, new metro stations, depots, ballastless track, traction power, overhead electrification, signalling and train control, telecommunications, station systems and driverless rolling stock.

Phase II will significantly expand metro coverage across the Chennai Metropolitan Area, including important residential, commercial and technology districts. The network is being designed for Unattended Train Operation (UTO), with major civil and railway systems contracts under construction and implementation.

The estimated project cost is ₹63,246 crore including interest during construction, with completion of the overall Phase II programme targeted by the end of 2028.

Funding

This is particularly useful for the Railbays project record because there are several major international financing institutions involved.

CMRL states that 52.01 km covering sections of Corridors 3 and 5 is tied to JICA financing, while the remaining 66.89 km covering Corridor 4 and sections of Corridors 3 and 5 is associated with multilateral financing.

ADB’s financing alone is substantial. Its multitranche facility totals $780 million, including an initial $350 million tranche and a further $240 million loan approved in December 2025.

Scope includes approximately 9 km of twin-bored tunnels and associated underground station works.

Larsen & Toubro Limited (L&T)

Role:

Civil & Track Contractor

Among its contracts is CP31/TU02, involving approximately 12 km of twin-bored tunnels and associated station structures.

Contract value for that package:
₹2,732.20 crore.

L&T also holds the CP18A-ATW-09 track contract for Corridor 3, covering supply, installation, testing and commissioning of standard-gauge ballastless track from Madhavaram Milk Colony to Sholinganallur.

Rolling Stock

Supplier: Alstom Transport India Limited

Technology: Standard-gauge metro EMUs

Operation: Driverless / UTO

Alstom has secured the Phase II rolling-stock packages. For example, CMRL confirmed the third and final Phase II rolling-stock contract in June 2025 for:

32 × 3-car UTO trains = 96 cars

Contract value:

₹1,538.35 crore

CMRL states that this third award completed the rolling-stock procurement requirements for Phase II.

Earlier contracts include 26 three-car trains and 36 three-car UTO trains.

Signalling & Train Control

The contract covers signalling, train control and video management for the Phase II network and is designed for driverless UTO operation. CMRL’s contract announcement describes a scope covering 118 route-km, two depots, 113 stations, 138 trains and three maintenance rail vehicles.

Package: C3&5-PS&OHE-10

Scope includes:

Receiving substations, auxiliary substations, SCADA, overhead electrification and switching stations for sections of Corridors 3 and 5.

The contract was recorded by ADB in May 2026 at approximately US$43.32 million.
