Amtrak’s Multi-Billion-Dollar Investment Advances US Passenger Rail Modernisation

Amtrak's multi-billion-dollar modernisation programme is advancing across the United States, combining new passenger trains with major investments in stations, rail yards, tunnels, bridges and other critical infrastructure.

Amtrak’s programme of major investment in rolling stock and railway infrastructure is continuing to reshape passenger rail in the United States, with billions of dollars being directed towards new trains, stations, maintenance facilities, bridges and tunnels.

Amtrak previously reported that it invested nearly $3 billion during fiscal year 2023, which at the time represented the largest annual capital investment in the company’s history.

The expenditure covered a broad portfolio of improvements including modern passenger trains, upgraded stations and facilities, new tunnels and bridges, and other critical railway infrastructure.

The investment marked the beginning of a much larger multi-year capital programme aimed at renewing ageing assets while increasing the capacity and quality of passenger rail services across the United States.

Fleet Modernisation

Rolling stock replacement forms a major part of Amtrak’s investment strategy.

The programme includes the introduction of new-generation trains designed to replace ageing fleets and provide passengers with improved reliability, accessibility and onboard facilities.

Fleet investment has continued substantially beyond the FY2023 programme. Amtrak reported in 2026 that more than $10 billion in new fleet investments were being managed as part of its wider modernisation programme.

The new rolling stock includes the NextGen Acela fleet for premium Northeast Corridor services and Amtrak Airo trains planned for regional and state-supported routes.

NextGen Acela Expansion

Deployment of the NextGen Acela fleet is continuing on the Northeast Corridor.

By July 2026, Amtrak reported that 13 NextGen Acela trainsets were in service, enabling 32 weekday NextGen Acela trips.

Additional trainsets are expected to progressively enter service, providing increased capacity and greater timetable flexibility on the corridor.

Infrastructure Renewal

Alongside new trains, Amtrak is undertaking major infrastructure renewal across its network, particularly on the heavily used Northeast Corridor.

Investment programmes encompass:

  • Bridges and tunnels
  • Track and railway infrastructure
  • Passenger stations
  • Maintenance and servicing facilities
  • Rail yards
  • Capacity and reliability improvements

Several major projects are currently progressing.

In New Jersey, Amtrak is preparing a major rehabilitation of the nearly century-old Dock Bridge, an important Northeast Corridor asset used by more than 200,000 daily Amtrak, NJ TRANSIT and PATH passengers.

Amtrak is also advancing the B&P Tunnel Replacement Program in Baltimore, where preparatory works are progressing ahead of the planned launch of tunnel boring machines in 2028.

Modernising Rail Maintenance Facilities

New rolling stock is also driving investment in maintenance infrastructure.

Amtrak has been progressing major rail-yard modernisation programmes in Boston, New York and Washington, D.C.

The upgraded facilities are intended to support modern fleets including Amtrak Airo and NextGen Acela trains while improving maintenance efficiency and service reliability.

Wider Northeast Corridor Investment

Federal investment is also supporting a broader programme of railway modernisation.

In April 2026, the U.S. Department of Transportation announced approximately $4.7 billion of investment in projects on Amtrak’s Northeast Corridor, including work associated with New York Penn Station, Washington Union Station and rail bridge infrastructure.

These programmes form part of a much wider effort to renew ageing railway assets, increase capacity and improve passenger services on one of North America’s most important passenger rail corridors.

A New Era for US Passenger Rail

Amtrak’s investment programme represents one of the most significant periods of fleet and infrastructure renewal in the company’s history.

With new train fleets entering service and major station, tunnel, bridge and maintenance projects progressing, the programme is gradually replacing infrastructure and rolling stock that in many cases have served the US passenger railway for decades.

The scale of investment also demonstrates the close relationship between rolling stock procurement and supporting railway infrastructure: introducing new trains requires corresponding investment in maintenance facilities, stations, power systems and the wider railway network.

As these projects move through construction and commissioning, their impact will increasingly be visible to passengers across the Amtrak network.
